(9권 4호) ‘태권도 세계화’ 비전의 ‘코스모폴리탄’적 전환:울리히 벡의 ‘세계시민적 현실주의’를 중심으로_서재철

이 연구는 ‘코스모폴리타니즘(cosmopolitanism)’, 즉 ‘세계시민주의’로 흔히 번역, 이해, 소통되고 있는 국제·정치적, 사회·문화적, 윤리·철학적 아이디어의 유의미성에 주목하고, 그것을 성찰적 사유의 렌즈로 삼아, 향후 국기원을 포함한 태권도 관련 집합적 주체들이 함께 추진할 필요와 가치가 있는 ‘태권도 세계화’의 ‘새로운’ 모습과 방향성을 제언하는 작업이다. 오늘날 태권도는 세계화된 현상 그 자체일 정도로 널리 전파, 확산되었지만, 태권도가 ‘세계화’된다는 것의 의미는 무엇인지, 태권도가 ‘세계화’된 세계사회의 모습과 성격은 무엇인지, 태권도가 세계화되는 현상은 누구를 위해 존재하는 것이며 또 누구를 위한 ‘세계화’의 결과인지 등에 대한 규범적이고 윤리적인 질문과 문제제기는 여전히 제기되고 있지 않다. 이에, 이 연구는 ‘세계시민주의’라는 아이디어가 세계화 연구의 지형 속에 하나의 지적 화두로 등장하여 뜨겁게 논의되고 있는 흐름에 주목하고, 그러한 ‘코스모폴리탄’적 전망과 논의들로부터 얻을 수 있는 학술적 영감의 안목과 통찰을 ‘태권도 세계화’의 비전과 연결하여 조망하고자 하는 것이다. 구체적으로, 이 연구는 먼저 세계시민주의의 담론 지형을 개괄하고, Ulrich Bec이 천착하여 기획한 ‘코스모폴리탄 비전’의 내용과 성격을 요약하여 제시한다. 이어서 태권도 세계화의 주제를 탐구한 학술적 지형을 정리해보고, Beck의 안목과 통찰이 왜 그리고 어떻게 유용한지 논의한다. 이러한 내용을 바탕으로, 필자는 오늘의 ‘세계화’ 현상을 문화적 ‘차이’와 ‘다양성’이라는 관점에서 직시하여 진단하고, 그것에 대한 윤리적 성찰을 바탕으로 하는 ‘태권도 세계화’의 비전을 새롭게 정초할 필요성을 주장한다. 즉 태권도를 통해 세계시민적 가치, 태도, 마음가짐 등을 꽃피우는 ‘세계사회’를 함께 꿈꾸며 같이 상상해보자는 것이다. 단언컨대 ‘태권도 세계화’ 비전의 ‘코스모폴리탄(cosmopolitan)’적 전환 혹은 확장이야말로, 태권도를 사랑하고 태권도의 ‘발전’을 꿈꾸며 염원하는 많은 세계인들이 함께 공감하고 공유할 필요가 있는 새로운 21세기형 ‘태권도 정신’이다.

The purpose of this study was to suggest a ‘cosmopolitan turn’ in which the vision of Taekwondo-Globalization is designed, implemented, and institutionalized toward a more ethical and normative way. Taekwondo as a Korean traditional physical culture has been globalized, and more than two hundred states are the members of the Kukkiwon, the headquarter of the World Association of Taekwondo. However, there still remains many unanswered questions and needed reflective discussions, such as how we define the phenomena that Taekwondo has been globalized, what its meaning is, why it is questioned in terms of value issues, for whom it exists, and in what way Taekwondo should be globalized and for whom? Reflecting and answering these questions, this study argues that the vision of Taekwondo-Globalization needs to be reconsidered in a cosmopolitan way in which the recognition of difference and diversity is fully incorporated into culture of world society. In order to comply with this argument, to be more specific, the present study lays out more details about the cosmopolitan vision of Taekwondo- Globalization, dividing into and focusing on two dimensions: 1) culture, in terms of how one needs to understand the phenomenon that Taekwondo is globalized and what ethical issues and values are circulated into that cosmopolitan way in which a different and divergent cultures are interacted one another, and 2) education, in terms of what kind of cosmopolitan citizenship needs to develop, inculcated, and envisioned for the cosmopolitan society.
