The purpose of this study is to propose a method to improve fairness and judging qualities of judges' judgments by Korean Taekwondo Federation. In order to achieve the research purpose, author has observed total 819 games of male and female players of group 1 and 2 during the 44th National University Taekwondo Championship for Individuals that held in Yeonggwang Sportium located in Jeollanam-do for 8 days from April 12th until 19th, 2017. Researcher analyzed all applications for re-evaluation of decisions of 819 games specifically, referee's decision makings by video replay and shown of card, review jury's decisions by video replay, undecidable situations were analyzed. Results revealed that in 819 games, there were 81 re-evaluation requests. There were 48 unrecognized images, 28 unrecognized images, 4 unrecorded images, and 1 unreadable image in 81 applications to read the entire image. Out of 81 applications for reading the entire image, 76 men and 58 women players requested, except for 4 cards and 1 unreadable case. Specifically, the requests were made as 35 in third round, 14 in second round, 7 in first round, and 1 in fourth round in men's games while in women's games, 10 in third round, 5 in second round, 2 in first round, and 1 in fourth round were made. Among 76 re-evaluation of decision requests, chief referees' decisions were made for 22 "grabbing the opponent", 15 "attacks after referee says 'kal-yeo(break)'", 11 "boundary line", 10 "falling down", 6 "pushing the opponent", 5 "lifting the leg for block", 3 "kicking below the waist", 2 "avoiding the match", and 2 "attacking fallen opponent". As mentioned above, 28 requests were decided as "accepted" and its frequency is quite high rate in taekwondo competition. Therefore, there must be lectures for university federation standing referees regarding the rules regularly and must have additional education if necessary. Coaches are better to acknowledge revised rules for not getting disadvantages by confiscating the card.
