The purpose of this study is to provide basic data for development of poomsae competitions through basic research that seek for suggeestions to improve freestyle poomsae(FSP). Delphi method was used to collect and analyze data from 22 who are directly or indirectly related to Taekwondo Poomsae competitions like judges, players, coaches, administrators, competition operators, and university professors. The survey was conducted three times and 52 items were extracted from 10 areas including concept of free style poomsae, institution, and judgment. Based on the result of analyzing the importance of each area, 34 items showed high rate of importance: ‘martial arts frame of Freestyle Poomsae’, ‘Improvement of communication with athletes, coaches and institution’, ‘Establishment of system for improving qualities of judges’, ‘A point system considering the size of kicking motion, jumping height, rotation angle, etc.’, ‘Clarity of the rule of jumping side kick’, and ‘Presentation of clear criteria of difficulty', etc. The findings showed necessity to improve regulations and evaluation standard of freestyle poomsae for it to become an international sports event.
